Guide for Developing High-Quality Emergency Operations Plans for Institutions of Higher Education

Abstract: This guide provides recommendations in the development of plans to respond to an emergency and outlines how Institutions of Higher Education (IHEs) can plan for preventing, protecting against, mitigating the impact of and recovering from emergencies. The guide translates lessons learned from the Administration's work on national preparedness to IHEs. The guide introduces new approaches to planning to include walking through different emergency scenarios to create a course of action for each objective the team is trying to accomplish. It is recommended that planning teams at IHEs responsible for developing and revising a higher education Emergency Operations Plan (EOP) use this document to guide their efforts. It is recommended that IHEs compare existing plans and processes against the content and process outlined in this guide. To gain the most from it, users should read through the entire document prior to initiating their planning efforts and then refer back to it throughout the planning process.
