Building Relationships of Trust: Moving to Implementation

Abstract: This publication provides guidance to federal, state, local, and tribal law enforcement agencies; fusion centers; community members; civic groups; and other interested parties on developing relationships of trust, particularly with minority and immigrant communities. It also expands on the U.S. Department of Justice's Office of Community Oriented Policing Services (COPS Office) publication, Guidance for Building Communities of Trust (BCOT), which focused on providing guidance for fusion centers and law enforcement agency relationships primarily in relation to suspicious activity reporting. This publication focuses on law enforcement agencies and their relationships with community members in relation to building community confidence, increasing police legitimacy, addressing neighborhood problems of crime and disorder, and improving the quality of life in all communities. This guide is part of the broader Building Relationships of Trust Toolkit.
